Hi, as per a suggestion to download El Capitan from a direct link being

Bluestacks rooted 2018 download. I now have this file and am unable to use it to create a usb, I have later read a whole process may be involved to link the download to a local host ect.

I just clicked on the link to download, now I'm out of mobile data till the end of the month if there is no way for me to use this file.

This is not a real Apple download! I recommend you don't use this file! You need to get the real file from the Apps store from a Mac system that is working.
